OINP Major Shakeup: Ontario Completely Redesigns the OINP (What You Need to Know)

If you are planning to immigrate to Ontario using the Ontario Immigrant Nominee Program (OINP), or are an employer looking to hire international talent, things look very different today.

Effective June 25, 2026, the Ministry of Labour, Immigration, Training and Skills Development launched Phase 1 of a massive overhaul to the Ontario Immigrant Nominee Program (OINP).

To put it bluntly: Ontario has eliminated eight of its most popular OINP immigration streams and replaced them with a single, streamlined system.

Here is a breakdown of what changed, who is eligible, and what it means for your application.

🛑 The Big Cut: 8 OINP Streams Are Officially Closed

Ontario has closed the doors on eight traditional OINP streams. If you were planning to apply to any of these, they are no longer options:

  • Employer Job Offer: Foreign Worker
  • Employer Job Offer: International Student
  • Employer Job Offer: In-Demand Skills
  • Master’s Graduate
  • PhD Graduate
  • Express Entry: Human Capital Priorities
  • Express Entry: French-speaking Skilled Worker
  • Express Entry: Skilled Trades

What if you already have an application with the OINP in?

  • If you already submitted a full application after receiving an invitation under the old rules: Don’t panic. Your application will still be processed based on the rules that were active when you submitted.
  • If you were just sitting in the Expression of Interest (EOI) pool: All remaining EOIs and registered job offers that didn’t get an official invitation are being automatically withdrawn. The system is completely resetting.

🆕 The Replacement: The Ontario Workforce Priority Stream

In place of the old streams, the province is introducing the Ontario Workforce Priority Stream. The brand-new Expression of Interest (EOI) system is expected to open later this summer.

The goal of this new stream is simple: prioritize people who already have a solid job offer or work history in the province, while raising education and language requirements to ensure high-quality nominees.

The new OINP stream is broken down into three distinct pathways:

  1. TEER 0, 1, 2, and 3 Pathway (Skilled & Professional Workers)

This targets management, professional, and technical jobs. To qualify, you must have a full-time, permanent job offer in Ontario and meet one of these work experience options:

  • Current Workers: 6 months of consecutive work in that exact job with that employer within the last 12 months.
  • Ontario Graduates: 3 months of consecutive work in that exact job with that employer within the last 12 months.
  • General Applicants: 2 years of cumulative experience in that specific occupation within the last 5 years (licensed professionals are exempt from this timeline).
  • Language & Education: You must hit Canadian Language Benchmark (CLB) 6 (though a few occupations may allow CLB 5) and hold a post-secondary degree or diploma.
  1. TEER 4 and 5 Pathway (Intermediate & Labour Occupations)

This opens doors for essential and entry-level workers who have strong roots with their current employer.

  • Work Experience: 9 months of cumulative experience within the last 2 years in that exact job with that employer.
  • Language & Education: You need a minimum of CLB 4 and a Canadian high school diploma (or an approved equivalent).
  1. Self-Employed Physicians

Doctors are getting a specialized fast-track. If you are a self-employed physician, you do not need a job offer. Instead, you must prove:

  • You are a member in good standing with the College of Physicians and Surgeons of Ontario (CPSO).
  • You hold a valid certificate of registration (independent, academic, or provisional).
  • You are fully eligible to bill through the Ontario Health Insurance Plan (OHIP).

🌲 A Massive Bonus for Rural Employers

If you are looking for work—or trying to hire—outside of Ontario’s major urban centers, the rules just got a lot friendlier.

For any community located in a region with a population of less than 150,000, Ontario is significantly lowering the gross annual revenue requirements for employers. This makes it much easier for small businesses in rural and northern communities to qualify to sponsor foreign workers.

⚖️ Tougher Crackdowns on Bad Actors

Ontario is also tightening up program integrity. If an applicant or employer misleads the program and faces an Administrative Monetary Penalty (AMP) or a program ban:

  • The time allowed to respond to a warning notice has been cut in half, from 60 days down to 30 days.
  • The government can now officially deliver these notices via email, and they are legally deemed “delivered” without requiring proof of receipt.

Next Steps: What Should You Do Now?

If you want to apply under the new system, you cannot register quite yet. Use this time before the system reopens later this summer to:

  1. Check your language scores and see if you need to retake a test to hit the new CLB 6 benchmark for skilled roles.
  2. Talk to your employer. Employers who are already registered in the portal don’t need to create a new profile, but they will need to submit a brand-new job offer application to trigger your new EOI once the gates open.
