OINP Employer Job Offer: Foreign Worker stream


The Ontario Immigrant Nominee Program (OINP) Employer Job Offer: Foreign Worker stream requires applicants to submit an Expression of Interest (EOI) through the OINP website. This EOI will be used to assign applicants a score, which the Ontario Immigrant Nominee Program (OINP) uses to select applicants. Try our free OINP Points Calculator to see what you would score!
If an applicant is selected by the OINP based on their EOI, they will be given 14 calendar days to submit their full application to the OINP. If that application is then approved, they will receive a provincial nomination. After receiving a provincial nomination, applicants can then apply to Immigration Refugees and Citizenship Canada (IRCC) for permanent residence. The Employer Job Offer: Foreign Worker stream does not require an Express Entry profile. This means that applicants who receive a provincial nomination under this stream will not submit their application for permanent residence through the Express Entry system.
Job Offer Requirements
For the Ontario Immigrant Nominee Program (OINP) Employer Job Offer: Foreign Worker stream, the applicant needs to have a full-time (minimum of 30 hours per week), paid, permanent position with an indeterminate duration from an employer in Ontario. Self-employed professionals, with the exception of certain physicians, are not eligible under OINP Employer Job Offer streams.
The job offer needs to meet the following criteria:

Full-Time & Permanent | Minimum of 1,560 hours per year and 30 hours per week, paid, and a permanent position with an indeterminate duration from an employer in Ontario. |
NOC Category | The job must fall under TEER category 0, 1, 2, or 3 of the National Occupation Classification (NOC). |
Wage Level | The offered wage must be at or above the median wage level for that occupation in the specific region of Ontario where the applicant will be working (excluding bonuses or discretionary benefits). |
Business Necessity | The position must be essential to the employer’s business. |
Work Location | Work must take place primarily in Ontario. |
Equity Ownership | The applicant or their family members cannot hold or have held more than 10% equity in the employer’s company. |
As of January 27, 2025, physicians working in NOC codes 31100, 31101, and 31102 are eligible to apply to the Employer Job Offer: Foreign Worker stream. To qualify, physician applicants no longer need a job offer if they can demonstrate that they meet the following:
- The applicant must be registered and in good standing with the College of Physicians and Surgeons of Ontario in one of the following certificate categories that permits patient care:
- Independent practice
- Academic practice
- Postgraduate education
- The applicant must be eligible to receive payment for publicly funded health services in accordance with the Health Insurance Act,1990
Applicant Requirements
For the Ontario Immigrant Nominee Program Employer Job Offer: Foreign Worker stream, the main applicant needs to meet all the following criteria:
- Required work experience or license
- The applicant must have at least two years of paid full-time (or the equivalent in part-time) work experience in the same occupation as the job offer gained within the five years prior to submitting their application to the OINP OR a licence or other authorization for the job that they have been offered OR
- The applicant must have a license or other authorization for the job that the applicant has been offered if the job is in an occupation that requires a license or other authorization in Ontario
- The intention to live in Ontario
- Legal status in Canada, if applying from within Canada
Employer Requirements
For the Employer Job Offer: Foreign Worker stream, the applicant needs to ensure that their employer meets all of the following requirements before submitting an Expression of Interest (EOI):

Business Location | Employer must have business premises in Ontario where the applicant will work or report to work. |
Legal Compliance | Employer must have no outstanding orders under the Ontario Employment Standards Act, 2000 or the Occupational Health and Safety Act. |
Recruitment Efforts | Employer must demonstrate that efforts were made to hire a Canadian citizen or permanent resident before offering the position, unless the applicant already has a valid work permit for Ontario, or the employer has a positive Labour Market Impact Assessment (LMIA) for the position. |
Minimum Gross Annual Revenue | Inside GTA: $1,000,000+ if the job is inside the GTA. Outside GTA: $500,000+ if the job is outside the GTA. |
Minimum Number of Full-Time Employees | Inside GTA: Employer must have at least 5 full-time employees who are Canadian citizens or permanent residents at the job location. Outside GTA: Employer must have at least 3 full-time employees who are Canadian citizens or permanent residents at the job location. |
Employer Form | Employer must complete and sign the Application for Approval of an Employment Position (Employer Form). |
