Express Entry British Columbia (EEBC) Programs
EEBC — Skilled Worker
The BCPNP requires applicants to submit an Expression of Interest (EOI) on the BCPNP website. They are then scored based on the BCPNP’s scoring system. If the applicant is then given an Invitation to Apply (ITA) based on their EOI, they will be given a set date to submit their full application to the BCPNP. If that application is then approved, they will receive a Provincial Nomination. The Provincial Nomination will then be loaded onto their Express Entry profile, and they will receive 600 additional Comprehensive Ranking System (CRS) score points.
To be eligible under the EEBC — Skilled Worker stream, applicants need to meet the following basic requirements:
- You must have a valid Express Entry profile number and a Job Seeker Validation Code;
- You must have accepted a full-time, indeterminate job offer from a B.C. employer in an O, A or B skilled occupation;
- You must be qualified to perform the duties of the job offered to you including all regulatory, registration, and licensing requirements to perform the duties of the occupation in B.C.;
- You must have a minimum of 2 years of directly related work experience in the job offered to you;
- You must demonstrate that you are able to financially support yourself and your dependents;
- You must meet minimum language requirements;
- You must have been offered a wage that is comparable to B.C. wage rates for the position you have been offered;
- You must intend to reside in British Columbia.

EEBC - Healthcare Professional

If the applicant is then given an Invitation to Apply (ITA) based on their EOI, they will be given a set date to submit their full application to the BCPNP. If that application is then approved, they will receive a Provincial Nomination. To be eligible under the EEBC — Healthcare Professional stream, applicants need to meet the following basic requirements:
- You must have a valid Express Entry profile number and a Job Seeker Validation code;
- You must have the support of an indeterminate, full-time job offer from a public health authority as one of the following:
- Physician
- Specialist
- registered nurse
- registered psychiatric nurse
- nurse practitioner
- an allied health professional such as a:
- diagnostic medical sonographer
- clinical pharmacist
- medical laboratory technologist
- medical radiation technologist
- occupational therapist
- physiotherapist
- For midwives, you must have a letter of confirmation from an established practice group in B.C.
- In addition to the above requirements you must also meet the BC PNP’s Health Care Professional category requirements as follows:
- Be qualified to perform the duties of the job offered to you, including all regulatory, registration, and licensing requirements to perform the duties of the occupation in B.C.
- Have a minimum of 2 years of directly related work experience in the job offered to you.
- Demonstrate that you are able to financially support yourself and your dependents.
- Meet minimum language requirements.
- Have been offered a wage that is comparable to B.C. wage rates for the position you have been offered.
- You must intend to reside in British Columbia.

- You must have a valid Express Entry profile number and a Job Seeker Validation code;
- You must have completed a degree, diploma or certificate from an eligible post-secondary institution in Canada within the three years preceding the date of your application;
- Distance Education programs completed within Canada or abroad are not eligible
- Diplomas and Certificates must have been for a program of at least eight months of full-time study (two semesters) in duration
- You must have accepted a full-time, indeterminate job offer from a B.C. employer in an O, A or B skilled occupation;
- You must be qualified to perform the duties of the job offered to you;
- You must demonstrate that you are able to financially support yourself and your dependents;
- You must meet minimum language requirements;
- You must have been offered a wage that is comparable to B.C. wage rates for the position being offered to you;
- You must intend to reside in British Columbia.

EEBC - International Post-Graduate

- You must have graduated from an eligible B.C. post-secondary institution with an eligible Masters or PhD degree within the past three years. Masters degrees and doctorates are eligible if your program of study was in the natural, applied, or health sciences as follows:
- agriculture
- biological and biomedical sciences
- computer and information sciences and support services
- engineering
- engineering technology
- health professions and related clinical sciences
- mathematics and statistics
- natural resources conservation and research
- physical sciences
- You must have the intention to reside in British Columbia.

Skills Immigration (SI) Programs
Skilled Worker

To be eligible under the Skilled Worker Stream, applicants need to meet the following basic requirements:
- You must have accepted a full-time, indeterminate job offer from a B.C. employer in an O, A or B skilled occupation;
- You must be qualified to perform the duties of the job offered to you;
- You must have a minimum of 2 years of directly related work experience in the job offered to you;
- You must demonstrate that you are able to financially support yourself and your dependents;
- You must meet minimum language requirements if you have been offered a position classified as level B;
- You must have been offered a wage that is comparable to B.C. wage rates for the position you have been offered;
- You must intent to reside in British Columbia

Healthcare Professional

- You must have the support or an indeterminate, full-time job offer from a public health authority as one of the following:

Entry Level and Semi-Skilled Category

If the applicant is then given an Invitation to Apply (ITA) based on their EOI, they will be given a set date to submit their full application to the BCPNP. If that application is then approved, they will receive a Provincial Nomination. The Entry Level and Semi-Skilled category does not require an Express Entry profile. This means that applicants who receive a provincial nomination under this stream will not submit their application for permanent residence through the Express Entry system.
To be eligible under the Entry Level and Semi-Skilled category, applicants need to meet the following basic requirements:
- You must have accepted a full-time, indeterminate job offer from a B.C. employer in a specific occupation in tourism/hospitality, long-haul trucking, or the food processing industry. For the Northeast Development Region of B.C., you may apply in any National Occupational Classification occupation (skill level C or D).
- have been working full-time for your employer for a minimum of nine consecutive months before applying
- meet minimum language and education requirements
- qualify to do the job offered to you
- show you can support yourself and your dependents
- have legal immigration status in Canada
- be earning a wage in line with B.C. wage rates for the occupation

Entrepreneur Immigration Streams
Entrepreneur Immigration (EI) - Base category
The BCPNP Entrepreneur Immigration – Base category is a points-based system which means that interested applicants will need to submit an Expression of Interest (EOI) to the BCPNP. They will then receive a score and wait to be chosen based on that score.
Applicant’s need to meet the following requirements to apply under this program:
- Intention to reside in British Columbia
- Minimum net worth of $600,000 Canadian Dollars
- Minimum of $200,000 Canadian dollar investment into the business
- Create at least one job for a Canadian citizen or permanent resident
- 3+ years of experience as a business owner-manager, OR, 4+ years of experience as a senior manager, OR, a combination of 1+ year of experience as a business owner-manager and 2+ years of experience as a senior manager obtained in the past ten years
- Possess a post-secondary credential, OR, experience as an active business owner-manager for at least three of the last five years with 100% ownership in the business
- Must own at least one-third (33.33%) of the business
- Obtain a minimum of CLB 4 equivalent in all four sections of an approved English or French.
- Intent to participate in the active and ongoing management of the day-to-day business operations in British Columbia
The following types of businesses are ineligible under the BC PNP:
- bed and breakfasts, hobby farms and home-based businesses
- payday loan, cheque cashing, money changing and cash machine businesses
- pawnbrokers
- tanning salons
- DVD rental stores
- coin-operated laundries
- automated car wash operations
- scrap metal recycling
- businesses selling used goods (excluding businesses that provide value-added services such as repairs, refurbishing or recycling)
- real estate brokerage, insurance brokerage or business brokerage
- real estate development activities
- goods trading businesses (e.g. import/export), unless value add is demonstrated
- businesses involved in producing, distributing or selling pornography or sexually explicit products or services, or providing sexually oriented services
- an immigration-linked investment scheme
- any business where the terms of investment include a redemption option
- any business that may be a passive
- any other type of business that by association would tend to bring the BC PNP or the Government of British Columbia into disrepute

Entrepreneur Immigration (EI) Regional Pilot

- Intention to establish an eligible new business aligned with the priorities of the referring eligible communities
- Minimum net worth of $300,000 Canadian Dollars
- Minimum of $100,000 Canadian dollar investment into the business
- Create at least one job for a Canadian citizen or permanent resident
- 3+ years of experience as a business owner-manager, OR, 4+ years of experience as a senior manager, OR, a combination of 1+ year of experience as a business owner-manager and 2+ years of experience as a senior manager obtained in the past ten years
- Possess a post-secondary credential, OR, experience as an active business owner-manager for at least three of the last five years with 100% ownership in the business

Strategic Projects
The Strategic Projects category of the BCPNP Entrepreneur Immigration stream is for foreign corporations who have identified strategic investment opportunities in B.C. in order to establish operations that are integral to the growth and expansion of their core business.
Foreign corporations must meet the following requirements in order to be eligible:
- be well-established and in good financial standing
- demonstrate investment readiness and capacity for international expansion into B.C.
- provide significant economic benefit to the province by making a high-value investment in B.C.
The foreign corporation must:
- make a minimum equity investment of at least $500,000 directed toward the corporation’s operations in B.C.
- establish new or purchase and expand an eligible business in B.C.
- create at least three new full-time equivalent jobs for Canadian citizens or permanent residents for each foreign key staff member proposed (to a maximum of five key staff)
The following types of businesses are ineligible under the BC PNP:
- bed and breakfasts, hobby farms and home-based businesses
